Dhaka North Eye Care Project - 2005

Background:

It was my privilege to sponsor a get-together  with local elites where Rtn PP M Kaiser of RC Kushtia was present to talk about the possibility of starting an Eye hospital in Amla.   A modern village situated on Kushtia – Meherpur  Road  with Schools, College, Government Offices, Banks and business centre in making  This meeting was held in early April,1995 in  a Private Primary School which was later earmarked as our hospital.

To start the hospital we got a dilapidated building with broken doors and windows,

there was no  electricity, no water, no furniture. We managed to collect some donations from the locality. Late Rtn P P Syed  Mohsen Ali PHF contributed from his personal account.  Electricity was arranged, Tube-well sunk for water, wooden furniture for patient bed, table for operation and office tables and chairs for  staff positioned.  One part time Eye Surgeon and one Medical Assistant join   work   on voluntary basis. Some basic medical equipment was also purchased for examination of patients.

Finally we started the hospital with out-door treatment on 10  May,  1995. The hospital was named “ Amla Sadarpur Eye Hospital”. As we started out-door gradually number of  patient  in out-door  increased and local people became happy for such service at their door step.

After two months we felt the necessity of conducting Cataract Operation in the hospital. And with the help of the Surgeon we started operation on fortnightly basis. This prompted us to look for fund to purchase equipment for the hospital.  In    September, 1995 a Rotary Matching Grant Project was initiated by Rotary Club of Dhaka North for purchase of hospital equipment and furniture. It took about one year to get fund for purchase of the necessary equipment. With items purchased through Matching Grant we furnished the hospital with equipment and furniture.  Operation  room got necessary    eye equipment and  Air conditioner. 

The hospital continued the out-door treatment and cataract operation on regular basis. We introduced  ten taka Ticket for out-door treatment and 100 taka fees for cataract operation. In the mean time we started paying some honorarium to Medical Assistant,  Female  helpers and Hospital Assistant.  

From May 1995 to December,2001  we treated over 7500 patients in out-door and conducted cataract operation for over 800 cases.

With the progress so far achieved, we thought of going for Microsurgery in eye hospital. We started preparation  for procurement of equipment needed for Microsurgery.  At the same time we thought of locating the hospital in Kushtia Town to meet various needs related to microsurgery.  In July 2001 we got positive response from District-2750 Japan for matching grant project with contribution of USD 12.000.00. With this help we initiated matching grant through our club R C Dhaka North and got equipment worth of Tk.27.36 lac  for the hospital making it possible to start microsurgery.

We shifted the hospital in Kushtia on January 01, 2002 in a rented house and Re-named “Rotary Eye Hospital”. We had to arrange new staff for the hospital. An Eye Surgeon was appointed on par time basis to see patients in out-door. We started receiving equipment in March,  2002. We took some time to arrange an eye Surgeon to conduct microsurgery. Finally we started microsurgery from May,   2002.

Services provided up to December,  2004: 

1.Treatment in out-door- 740 patients.

2.Cataract operation-      363

3.IOL Cases-                  274

At normal rate the above services would have cost Tk.36,14,000.00  as per details given below:

1. Treatment in out-door: 740 X Tk.200.00       =    Tk.    148,000.00

2. Cataract operation:       363 X Tk.2,000.00    =    Tk.    726,000.00

3. I O L cases:                  274 X Tk.10,000.00  =    Tk.  27,40,000.00

Tk.  36,14,000.

Compared to above we charge as per details below:

1.Treatment in out-door: 740X Tk.50.00=    Tk.      37,000.00

2.Cataract operation:      363 XTk.1500.00= Tk.   5,44,500.00

3.I O L cases:                 274 XTk.4500.00 =Tk. 12,33,000.00

Tk.  18,14,500.00

Our major expenditure goes for Surgeon/Paramedic. A brief given below would substantiate the statement:

1.For IOL cases Doctor/Paramedic fees: Tk.2,000.00    Per patient.

2.For Lens/medicine/test:                         Tk.  800.00   Per patient.

Tk. 2,800.00

1.For cataract cases Doctor/Paramedic: Tk.900.00    per patient.

2.For medicine/test:                                Tk 400.00   per patient.

Tk.1,300.00

We have a monthly establishment  expenditure of Tk.20,000.00 including house rent, electricity, telephone and  remuneration of  men working in hospital.

We have conducted the following activities in our rotary hospital from January,2005 to September ,2005:

a)Treatment in out door: 982

b)Cataract Operation:     511

c)I O L Cases:                341   

A senior Rotarian of the club has donated a plot of land measuring 3240 Sq.Ft. We have established a trust “Dr Tanjilar Rahman Rotary Eye Hospital” and the hospital will be housed in the proposed building to be built on this plot of land permanently. The building to be constructed in a manner to house the hospital with other accommodation, which could be rented out to banks/insurance companies creating a source of income to eye hospital to maintain and operate  its  services  smoothly.

Board of Directors of  the club now discussing how best we can mobilize fund to construct a modern building with facilities of lift, parking at basement.

We would welcome any support in cash/kind for this noble venture.
